Beat eggs. Add margarine, vanilla, evaporated milk, and water. Combine dry ingredients. Add to liquid mixture and beat until batter is smooth. Pour batter into a greased/floured 9x13 baking pan. Mix topping ingredients with a fork until crumbly. Sprinkle topping on cake and bake at 350 degrees for 30 minutes.
