Put little oil and add onions and garlic til translucent
Then brown beef
Add water to cover beef and patis
Set to IP to 35min Then quick release
Add veggies and set IP for 2 min then quick release
Remove veggies n beef
Add annato powder and peanut butter
Add salt or patis if needed
Add flour til thicken
Add meat and veggies back
you can use Slow release when cooking the beef but set it for 30 min instead of 35
