Mix vinegar, sugar, salt, parsley and garlic powder together.
Cook and drain pasta. Pour oil over pasta and mix well. Then pour vinegar mixture over pasta. Mix well. Let marinate overnight. Stir before serving.
Store in fridge. Can serve pasta salad warm or cold.
