Beat butter in a bowl until soft. Add sugar a little at a time, beating well.
Add eggs one at a time. Stir in vanilla extract.
Sift all the flours, cocoa powder, salt and baking powder together. Add the whole-wheat flakes, chocolate chips and flakes, and mix well.
Add a little at a time to creamed mixture to form a soft dough.
Form 20 gram balls of dough and flatten onto a greased baking tray.
Bake in a moderate hot oven (200 degrees C) for about 15-20 minutes until lightly browned.
