Bring first 8 ingredients to boil. Reduce heat and cover and simmer for 10 mins. Add cauliflower when 5 minutes left.
In skillet, cook beef and mushroom together until no longer pink. Drain. Add to soup.
Add 3 cups milk. In small bowl combine flour and milk until smooth. Add to soup. Bring to boil, reduce heat to medium and stir until thickened. Reduce to low heat.
Add cheese, stir until melted.
Garnish each serving with bacon.
