Mince or run garlic, onion and ginger until pasty in a food processor.
Mix paste with sugar, sesame oil, rice wine and soy sauce
Marinate beef in mixture overnight.
Heat oil and sear marinated beef. Pour marinade and simmer for 5 minutes.
Add enough water to submerge beef.
Simmer over low heat for about 2 hours until tender, or pressure cook for 45 minutes.
Season to taste with sugar, salt, pepper and red chili flakes.
Garnish with green onions, sesame oil, toasted sesame seed.
Serve with steamed rice, sauteed bean sprouts and kimchi.
