Pour caramel mixture over first baked layer and then spread chocolate chips over the top. Next, on a clean surface or waxed paper, press the other half of the dough into a square shape a bit smaller than the baking pan. Carefully, set it on the layer of caramel and chocolate chips and bake for another 20 to 25 minutes. Then when done let the brownies cool at room temperatue and then cover the pan and refrigerate for several hours. Then sprinkle powdered sugar over them and your ready to serve!
