Marinate lamb overnight.
Stir together onion, wine, lemon juice, 1/4 cup olive oil, cumin, oregano, rosemary, salt, and pepper for marinade in bowl.
Add lamb to marinade. Cover and marinate in frig for at least 4 hours or overnight.
Stir together yogurt, cucumber, dill, mint, garlic, 1 tbs olive oil, vinegar, S&P for tzatziki; cover an refrigerate.
Preheat grill to medium high.
Thread lamb, pepper, and red onion onto skewers; grill until medium well. 10-12 minutes.
Serve with tzatziki.
