Place peppers in large baking pan (9x13). Sprinkle inside with pepper and salt. Brown ground beef, garlic, mushroom, salt and pepper, and 1/2 garlic powder. Drain fat. Stir in spaghetti sauce. Adjust seasoning. Combine ricotta cheese, egg, 2 tbsp parm in small bowl. Season with salt and pepper and remaining garlic powder. Divide between peppers. Top with meat sauce. Mound mozzarella over each. Sprinkle with parm cheese. Bake at 350 degrees for 45 minutes.
