In a soup pot, combine the beans, water, onion, garlic, pepper, oregano and cumin. Bring to a boil, cover lightly, and cook for about 90 minutes. Add the tomato paste, vinegar and soy sauce. Cover again and cook for an additional 30 minutes. Add the green chilies, rice, hot pepper sauce and cilantro. Heat through, but do not boil.
Turn off the heat and adjust pepper to taste. Serve immediately.
Overnight soaking of beans needed. Or use canned beans.
