Whisk flour, baking power, and salt. Set aside
Beat butter and sugar until light and fluffy. Add egg and lemon zest, mixing until combined. Add flour mixture ½ cup at the time, mixing until combined.
Roll one tbsp of dough in to small circles and press into disk. Place on baking sheet
Bake for 8-10 minutes until centers are set. Let rest for 5 minutes.
In small bowl, whisk powdered sugar and lemon juice until smooth.
Smooth icing onto each cookie and set for 10 minutes.
