1. Mix together first 3 ingredients in small saucepot and bring to a boil, stirring constantly. Stir in lemon juice and bring back to a boil. Pour sauce into dip bowl and garnish with lemon zest.
Serve with shrimp rolls, shrimp burgers or shrimp pot stickers.
