Preheat oven to 450.
Stir together 1/3 cup olive oil, lemon juice, capers, lemons, garlic, kosher salt and pepper Ina medium bowl.
Add three tablespoons of olive oil in a cast iron skillet and heat over medium high heat. Sprinkle chicken with salt and pepper. Add chicken and potatoes and cook for about 9-10 minutes. Turn chicken over and place in oven.. Bake for 20-40 minutes or until chicken is done.
