Preheat oven to 350?.
Mix together margarine, flour and nuts in a 13" x 9" baking dish. Pat down mixture. Bake at 350? for 15 - 20 minutes. Remove and chill completely.
Beat cream cheese and confectioner's sugar together. Fold in 1 cup of Cool Whip. Set aside.
Mix the lemon pudding mix with ? cup less milk than box directions call for. Set aside.
Spread cream cheese mixture over crust. Spread lemon pudding over cream cheese. Spread remaining Cool Whip over pudding. Chill in refrigerator.
Since pudding was soft, we chilled before adding final layer of cool whip.
