To make crust: cut 1 cup flour and 1/4 cup powdered into the 1/2 cup butter. Pat into a 9x13 pan. Bake 20 minutes at 350 degrees.
For filing: Beat eggs and sugar and lemon juice and zest. Add flour and baking powder. Mix well. Pour over crust.
Bake 20 to 25 minutes at 350. Sprinkle top with powdered sugar.
