Pile broccoli rabe on baking sheet lined with parchment paper. Drizzle with 2 tablespoons of olive oil, season well with salt & pepper, toss to coat. Spread rabe in a single layer on half the baking sheet. Bake 8 minutes.
While rabe is cooking, in a large bowl combine shrimp with remaining 2 tbsp olive oil, mustard, and garlic. Season well with salt & pepper and toss to coat evenly.
Transfer shrimp to sheet of aluminum foil & spread in a single layer. Fold edges of foil up into a "bowl" so the cooking juices don't spill over.
Once rabe has cooked 8 minutes, transfer shrimp with foil to the baking sheet, place next to rabe. Roast until shrimp are bright pink & opaque throughout, and the rabe stems are fork-tender (8-10 minutes). Remove from oven and squeeze the lemon juice all over both shrimp & rabe. Serve right away.
