Simmer lentils in water for 1 hour or until they are tender; drain. In large saucepan, cook onions and garlic with 1/4 cup water until onions are soft. Add cumin, tomatoes, and pepper. Cook a few minutes. Add lentils and heat through. Stir in vinegar. Serve.
