Heat the one teaspoon oil over medium heat. Toast bread crumbs till golden. Transfer to small bowl. Then, heat remaining 3T oil. Add onion and saute till soft, about 2 min. Add garlic and cook another minute. Add broth and simmer till heated. Add salt and pepper. Put this mixture in large pasta bowl, add the herbs, and stir to combine. Cook pasta in plenty of SALTED boiling water. Drain, transfer to pasta bowl, mix well and toss with bread crumbs. Serve immediately.
