Mix ingredients for struesel and set aside.
Combine ingredients for cake. Pour 2 cups of the batter into a greased 9 x 13 pan. Sprinkle 1/2 of struesel on top. Top with the rest of the batter and then the remaining struesel.
Bake in a 350 degree oven for 30-35 minutes.
Cool, then drizzle with icing.
