Set a large pot over high heat and add the butter, sugar, goat milk, and heavy cream.
Stir the mixture constantly while keeping the candy thermometer partly submerged in it. When the temperature reaches 250°F, immediately remove the pot from the heat.
Butter a baking sheet and spread the caramel over it. Sprinkle with sea salt and allow to set. Once cool, cover and refrigerate overnight until Carmel becomes firm.
Cut waxed paper into 2 x 2“ squares.
Using a wet knife, cut the caramel into squares and wrap each square in waxed paper. Twist the waxed paper on both ends to form candy wrappers.
