Boil diced potatoes for 10 minutes.
In separate pan, combine melted butter and flour. Stir until smooth and thickened. Add Velveeta cheese and milk and stir well.
Drain potatoes and add to mixture.
Stir in garlic, salt and pepper.
Cover and cook over low heat for 30 minutes stirring occasionally.
Fry bacon and break into bits once cooked.
Top soup with shredded cheese, bacon bits and chives.
