Tasts Better than most others I've tried...and it's Low Fat to boot!
NOTE You may substitute plain tomato sauce and add 1/4 teaspoon garlic powder if you can't find tomato sauce with garlic powder already included.
Preheat Oven to 350 F
In a large nonstick skillet, cook meat over medium heat until browned, stirring to crumble. Drain well and return meat to the pan. Stir in salt, pepper and tomato sauce. Bring to a boil; reduce heat and simmer for 20 minutes. In a small bowl combine sour cream, green onions and cream cheese and set aside.
Coat a 2-quart casserole dish with cooking spray and add the pasta. Spread the sour cream mixture over the pasta. Add the meat mixture and sprinkle with Cheddar cheese.
Cover and bake for 25 minutes. Uncover and bake 5 minutes or until the cheese is bubbly.
