Heat oven to 350. Cook pasta according to package directions; drain. In large saucepan over medium heat, melt margarine. Blend in flour, salt + pepper; gradually stir in milk. Cook, stirring constantly, until sauce thickens + mixture begins to boil. Add cheese; stir until cheese is melted. In 3 qt. casserole, stir together pasta + cheese sauce. Bake 30 minutes or until bubbly. NOTE: I bake longer than 30 minutes to get a browned top.
