Cook macaroni in boiling salted water, drain and rinse. Cook the macaroni about 10 minutes. Make white sauce of butter, flour, milk, and seasonings. Melt 3/4 of cheese in the sauce and pour over the macaroni. Sprinkle remaining cheese over the top.
