Heat oven to 350 degrees. Spray a 13x9 baking dish with no stick cooking spray; set aside. Heat water, butter, garlic and onion salts to a boil in a large saucepan. Remove from heat. Add cream cheese, milk and sour cream, stirring until smooth.
Stir in potatoes, mixing until all ingredients are combined. Spread into baking dish.
Sprinkle with paprika and bake 1 hour until golden brown.
TIP: Before adding paprika and baking, casserole can be refrigerated for up to 48 hours. Sprinkle with paprika and bake as directed. Can also be garnished with chives if desired.
