Add onions and garlic, stir and cover with oil.
Add carrots and celery. Stir until soft.
Add tomatoes.
Add basil, red pepper flakes and nutmeg.
Cover and simmer on low.
When the sauce has thickened, make a well in the center and add butter.
Stir until the butter is mixed in completely.
Mix with pasta and top with Parmesan cheese.
