Marinate steak in soy sauce, wine, onion, rosemary, olive oil and garlic for 2 hours or more. Remove steak from marinade, season with pepper and grill about 6 minutes per side.
To make sauce, mix sour cream, horseradish and green onions. Serve cold on rolls.
