In a pan melt butter. Stir in flour. Add salt and pepper and sugar. Cook until bubbly. Blend in milk until smooth and remove from heat. Stir in sour cream, being careful to break down clumps.
In a 9x13 baking pan toss beans and cheese lightly until evenly distributed. Pour the sauce over and gently toss it through the beans. Optionally sprinkle topping to desired amount.
Bake uncovered at 350 degrees for 30 minutes.
A lot of people enjoy the crispy topping but I've always liked it best without.
