Mix water, broth, potatoes, onions, carrots, tomatoes, spices in large soup pot. Simmer until potatoes are cooked. Add all other ingredients. Simmer until warm.
Better next day.
Marylanders will like 3 tablespoons of Old Bay. Others may prefer two.
