Preheat oven to 350(F).
Bring water to boil, add hash browns, cook 5 min. and drain.
Prep. mashed potato mix according to package directions.
Soften butter and cream cheese together in microwave.
In a large bowl mix together hash brown, mashed potatoes, butter and cream cheese, Jack cheese, sour cream, and spices.
Place in greased 2 quart casserole dish. Bake for 25-35 min or until golden brown.
Sprinkle the onions on top and bake another 5-8 min.
