Place potato chunks into a medium sized saucepan. Cover with water. Boil for about 30-40 minutes until potatoes fall apart when stabbed with a fork. Drain off water. (You can mix in the pan or transfer the potatoes to a bowl to mix.) Add salt, pepper, butter and milk at the lowest amount and mix on low speed of a mixer. If the potatoes are not as smooth as you like, add more milk and/or butter to desired consistency. All amounts can be adjusted according to your tastes.
