Put a large pot of water on to boil.
Mash 1/2 cup beans in a small bowl with a fork.
Heat oil in a medium saucepan over medium heat.
Add onion, carrot, celery and salt. cover and cook. Stir occasionally until softened. About 10 minutes.
Add garlic and bay leaf. Cook until fragrant, about 15 seconds.
Add Wine, increase heat and bring to a boil until most of the liquid evaporates. About 3 to 4 minutes.
Add tomatoes and their juices, 2 T parsley and the mashed beans. Bring to a lively simmer until thickened. About 6 minutes.
Add the remaining whole beans, cook, stirring occasionally until heated through. About 2 minutes more.
Cook the pasta while you are cooking the sauce above. About 9 minutes based on package directions.
Combine Bulgar and water in a small bowl. Let stand until the Bulgar is tender and the liquid is absorbed, About 30 minutes.
Preheat oven to 350 degrees.
Coat a rack with cooking spray and place it over a baking sheet lines with foil.
Combine ground turkey, sausage, onion, egg, garlic, oregano, salt, pepper, oats and the Bulgar in a large bowl. Mix well.
Form into the meat into 1 inch balls.
Place the meatballs on the rack and bake for 25 minutes. Blot well with paper towel.
