Stir together salsa, black beans, poblano pepper, cumin, chili powder, garlic and lemon juice. Turn into a casserole dish. Cover and bake about 30-40 minutes. Uncover, top with cheese, and return to oven until cheese melts. Remove from oven, top with green onions and cilantro. Serve over rice with a side of guacamole and/or sour cream or top with avacado, if desired.
