Preheat oven to 350.
Prepare Meatloaf: Heat oil in a large nonstick skillet over medium-high heat. Add onion and carrot; saute 4 minutes. Add garlic; saute 1 minute. Remove from heat, and cool completely (15 minutes).
Lightly grease 12 muffin cups with cooking spray. Combine ground beef, next 7 ingredients, and carrot mixture in a large bowl, using hands.
Spoon about 1/2 cup beef mixture into each prepared muffin cup. Bake at 350 for 35 minutes or until a thermometer inserted in center registers 160. Remove meatloaf from oven. Increase oven temperature to broil.
Meanwhile, prepare Mashed Potatoes: cook potatoes in boiling, salted water to cover 15 minutes or until tender; drain. Press potatoes through a ricer into a bowl. Stir in cream and remaining ingredients until smooth.
Insert a large metal star tip into a large decorating bag; fill with mashed potato mixture. Pipe potato mixture evenly onto meatloaves; drizzle with melted butter. Top potatoes with shredded cheese. Broil 6 minutes or until potato is golden brown Remove from oven, and cool 5 minutes before serving.
