Add tomato paste and cook for about one minute just until it starts to stick and changes color. Add wine and scrape the pan. Add chopped green bell pepper and all other ingredients.
You may need to add water to make it A little bit thinner then you would want it to go on the pasta. You will simmer it for one hour covered but it will get sicker. The green pepper has to have time to get soft. You may need to add water during this hour.
