Preheat oven to 300 degrees and position two oven racks in the top and bottom thirds of the oven. Line two baking sheets with parchment paper.
In a large grease free bowl of an electric mixer, beat the egg whites, cream of tartar and salt. Beat the whites until they begin to form soft peaks. A tablespoon at a time slowly add the sugar. Continue beating two minutes or until the egg white mixture forms stiff and shiny peaks.
Using a large spatial, gently fold the vanilla and chocolate chips into the meringue.
Spoon half of the mixture into a pastry bag with a one inch opening. Pipe kisses onto parchment paper lined baking sheets.
Bake the kisses for about 25 minutes or until the tips begin to turn brown.
Remove the kisses and cool on wire racks.
