coat 13x9x2 pan with cooking spray
in microwave melt 2 cups of the chips with butter stirring frequently until smooth
scrape into mixer and add sugar and vanilla,
beat in eggs one at a time
in another bowl mix together flour, cocoa, baking powder, salt, cinnamon, cayenne and chili powder
mix into chocolate mixture until well blended
stir in remaining chips
spread in pan and smooth the top
bake 30 minutes or until toothpick comes out clean
cool completely in pan before cutting
