Brown lean ground beef. Add 1 cup water and toco seasoning. Mix in soup, heat on high until boiling. Cover and simmer for 5 minutes.
Cover the bottom of a 9x13 pan with 1 cup of baked Doritos. Spread half of the taco meat mixture on top of Doritos, spread 8 oz of salsa on top of meat, sprinkle 1 cup of fat free cheddar cheese on top of salsa. Repeat with 1 cup Doritos, taco meat mixture, salsa, and fat free cheddar cheese.
Bake at 350 degrees for 45 minutes. Remove and sprinkle remaining Doritos on top.
