Cook ground beef. Drain off the excess fat. Add taco seasoning according to the package. In bottom of a casserole dish, spread the refried beans. Sprinkle with onions. Place meat over the beans. Bake 15 minutes at 400*. Tuck nachos around the edges of the casserole dish. Top with green peppers and shredded cheese. Bake 5 minutes more. Garnish with sour cream, chopped green peppers and chopped tomatoes.
