Prepare 13 x 9 baking pan, spray with cooking spray
Heat oil in large dutch oven until hot, add peppers, onion 1/2 teaspoon salt, cover and cook 8-10 minutes until soft.
Stir in garlic, chipotle, chili powder, and 1/4 teaspoon pepper, cook until fragrant, about 30 seconds. Stir in turkey, cook breaking up clumps until turkey is cooked and no longer pink, 5 to 8 minutes.
Stir in flour, cook for 1 minute. Gradually stir in broth, and bring to simmer. Stir in beans, corn, and tomatoes - simmer until mixture is slightly thickened and hot about 10 minutes.
Off heat stir in 1/4 cup cilantro, lime juice, adjust salt and pepper to taste,
Spread 1/3 of mixture on bottom of prepared pan, top with 6 tortillas, sprinkle with 1/3 of cheese. Cover with 1/2 the remaining mixture, 6 tortillas, and 1/2 of remaining cheese. Add remaining mixture, crushed chips and remaining cheese.
Cover with foil bake until bubbling and cheese is melted 10 -20 minutes.
