Combine sugar, butter and milk into a large mircrowave safe bowl. (It will foam up, so make sure you use a big bowl). Mix completely together and microwave at 70% for 2 minutes, stir and repeat the cooking for 8 to 10 minutes. Remove from microwave and stir in the chocolate chips, marshmellow cream and vanilla. Pour into an 8x8 buttered pan. Cool before cutting.
