Fry celery, carrots, onions and garlic in olive oil until soft. Add tomato sauce, basil and bay leaves.
In a large bowl mix turkey, Parmesan cheese, bread crumbs, parsley, egg, 1/2 tsp oregano and basil and fennel seed. Cut tops off of green peppers and put meat filling in. Put green peppers in tomato sauce. Bring to boil. Put lid on and simmer for one hour.
