Mix all ingredients (be sure to use only HALF of the envelope) except chicken legs together. Pour into greased casserole. Place chicken, skin-side up, on top of the rice. Sprinkle remaining onion soup mix on chicken. Cover and bake at 325 for and hour. Uncover and bake 15 more minutes.
