Heat oven to 350 degrees. Grease rectangular pan, 13x9x2-inches; set aside. Cream butter and brown sugar until light and fluffy. Add eggs, milk and vanilla beat well. Combine flour, baking powder, baking soda and salt; add to creamed mixture. Stir in mini chocolate chips; spread into prepared pan. Bake 30 to 35 minutes or until lightly browned. Cool completely in pan; cut into squares.
