This recipe came from my mom. The evaporated milk is a nice addition to the traditional potato soup recipe.
1. Add all ingredients except evaporated milk and green onion to slow cooker.
2. Cook on low for 10-12 hours or on high for 3-4 hours.
3. Stir in evaporated milk during the last hour.
4. Top with green onions before serving.
