Cream margarine, and gradually add 2/3 cup granulated sugar, beating well at medium speed of a mixer. Add egg and vanilla extract; beat well.
Combine flour and baking powder; stir well. Add flour mixture to creamed mixture alternately with milk, beginning and ending with flour mixture; beat well after each addition.
Beat egg whites at high speed of a mixer until stiff peaks form (do not overbeat). Gently fold egg whites into batter. Spoon half of batter into an 8 inch square baking pan coated with cooking spray. Combine cranberry sauce and 3 tablespoons granulated sugar; spoon over batter. Spoon remaining batter over cranberry mixture.
Combine oats, brown sugar, and allspice; sprinkle evenly over batter. Bake at 350 for 45 minutes or until a wooden pick inserted in center comes out clean. Let cool in pan n a wire rack 10 minutes. Serve warm.
