Melt butter in sauce pan over medium heat. Add flour and cook for 2 minutes. Mix vinegar and water with boullion. Wisk into flour mixture. Add soup and stir until thickened. Stir in dill. Adjust thickness with water.
May substitute a package of Au Jus gravy for beef bouillion...increase water to 1 cup.
