Saute pepper in melted butter. Add flour. Cook 1 minute. Gradually stir in milk. Cook until thickened.
Stir in onion, mustard, horseradish, lemon juice, salt & pepper. Add rest of ingredients, using 1/2 cup of the cheese. Place in 2-3 qt. casserole dish. Bake 25 minutes at 350. Sprinkle with remaining cheese and serve. Can be made ahead of time and refrigerated overnight; be sure to increase cooking time to 1 hour.
