Saute bacon and ham until brown; drain off fat. Add onion and saute until limp. Stir in flour and mix thoroughly. Add clams and potatoes; cook 15 minutes until potatoes are very soft. Finally, add the milk and salt and pepper; season to taste. Serve with butter and paprika on top.
