Grandma Usala's recipe
Preheat oven to 350*. Brown meat, drain. Add green pepper, onion and cook until tender. Stir in tomatoes, tomato paste, water, and seasonings.
In a 2qt casserole dish, layer half of noodles, meat sauce and cheese. Repeat layers. Sprinkle with Parmesan cheese.
Bake 30 min. Remove bay leaf.
